Does the adoption of one adult mean that all the siblings are adopted as well?

No.  The adult adoption does NOT create a parent-child relationship between the adoptive parents and any other step-children or siblings of the person being adopted.  In order to establish a parent-child relationship between other step-children or siblings of the person being adopted, each of those siblings would have to be adopted under a separate adult adoption or step-parent adoption.

The effect of this is that the person who was adopted can inherit from the adoptive parents and his or her siblings but not from his or her biological parents; whereas the siblings do not inherit from the adoptive parents (unless there is estate planning) but can inherit from the person who was adopted and from the biological parents.
